Green Barriers And Countermeasures For The Import And Export Of Traditional Chinese Medicine in ASEAN Countries Under The Belt And Road Initiative

2 Analysis of the overall characteristics of China's export trade of traditional Chinese medicine products
In summary, the main problems facing China's export trade of traditional Chinese medicine products are unreasonable export structure and excessive concentration on traditional low-value-added or "original" Chinese herbal medicines and plant extracts. It is expected that Chinese herbal medicines and plant extracts will continue to be the main export products in the future, while high value-added and technical Chinese patent medicines and health products will develop slowly and have weak international competitiveness and comparative advantages, and their export share will be small. The main reason for this problem is the lack of systematic evaluation methods and research and development capabilities that meet the characteristics of the complex system of traditional Chinese medicine at this stage. In addition, in the mainstream international evaluation system, direct evidence has not been provided to support the therapeutic effect and drug safety of traditional Chinese medicine, which has affected the progress of registration of traditional Chinese medicine products abroad. At the same time, the production control and quality management of traditional Chinese medicine have not been integrated into the entire process of research, development and production. Most traditional Chinese medicine production lines have only achieved mechanization and automation, and cannot reach the level of digitalization and intelligence. Therefore, it is very difficult to open up the pharmaceutical market dominated by Western medicine.

ANTI-OXIDANT FUNCTIONS OF ACTIVE INGREDIENTS IN TCM-HERB CISTANCHE
Although Chinese herbal medicines continue to lead in international competitiveness and comparative advantages, they have declined in recent years. The possible reason is that some developed countries have strengthened restrictive measures in the name of "green trade barriers", which has caused many obstacles for traditional Chinese herbal medicines in my country to enter the international market [12]. The international competitiveness and comparative advantages of plant extracts have gradually increased, and the export situation is relatively optimistic. This is due to the advent of the "health craze" and the increase in international market demand; my country's traditional Chinese medicine product export market is concentrated in Asian countries or regions with relatively close geographical distances and relatively small cultural differences, such as Japan, South Korea, India, Vietnam, Malaysia and Hong Kong, China. The scale of entering the pharmaceutical market in Western developed countries is relatively small. The fundamental reason is that the cultural environment in which the pharmaceutical industry is located is different, which leads to huge differences in the theoretical systems of Chinese and Western medicine. Traditional Chinese medicine emphasizes yin and yang and the five elements, and in the process of treatment, it emphasizes overall coordination, the unity of man and nature, and the treatment of symptoms and symptoms, looking at the problem from a macro perspective; while Western medicine is best based on the spirit of Western classical science that emphasizes specificity and empiricism, integrating technology and science, and focusing on eliminating diseases in the actual parts of the human body where the disease occurs; in addition, the HS customs of traditional Chinese medicine products must be accurate to eight digits to find the corresponding product. At present, there are problems such as the coding scope being too general and most products not having independent codes, resulting in many kinds of products being able to be exported with only one comprehensive code, and even some products cannot be exported as "traditional Chinese medicine products". This makes it impossible for the industry and regulatory authorities to accurately obtain the real data of traditional Chinese medicine product exports, and cannot provide effective support for related research and supervision and management [2].

3 Countermeasures and Suggestions
The internationalization of my country's traditional Chinese medicine industry is still in its infancy. In the future, it is feasible to accelerate the internationalization of the traditional Chinese medicine industry by optimizing the export structure and increasing R&D efforts.
First, increase the innovation and R&D of traditional Chinese medicine products, and vigorously develop traditional Chinese patent medicines and health products with high added value. Accelerate the application of cutting-edge technologies such as the Internet, big data, and artificial intelligence in the traditional Chinese medicine industry, promote the deep cross-integration of technologies, and help upgrade the research and development strategy of traditional Chinese medicine and the transformation of complex system research methodology, thereby optimizing the product export structure.
Second, to meet international standards and improve product quality, traditional Chinese medicine products should increase investment in medicinal material planting, processing, logistics, traceability, quality inspection and other links [13], establish a large-scale traditional Chinese medicine cultivation and production base that complies with GAP, strictly control heavy metal pollution, and strictly implement GMP in drug production [14]. At the same time, we attach importance to the promotion of Chinese medicine culture, seize the historical opportunity of the country's "Belt and Road" initiative, rely on Chinese cultural centers, overseas Chinese medicine centers and international cooperation bases in countries along the route, carry out extensive academic exchanges, international cooperation and joint education, jointly promote the external dissemination of Chinese medicine culture, improve people's awareness of Chinese medicine, reduce cultural barriers, promote mutual trust and recognition between Chinese and Western medicine, and actively respond to various trade barriers.
Third, the TCM industry should make full use of the dividends of national industrial policies, actively promote the construction of related projects such as the Belt and Road Initiative, develop traditional trading partners while exploring new markets with potential; in addition, "bringing medicine with medicine" is an important means for TCM to go global, and accurately cultivate the service group for the internationalization of TCM. The expansion of the TCM group will surely drive the vigorous development of the TCM industry, and promote the internationalization of TCM products by relying on TCM [15]. Fourth, in the context of the big data era, strengthen the classification and standardization of TCM product exports, combine the current status of TCM product exports and industry research, and add independent HS customs codes, especially the customs codes of representative TCM products that have been exported more since the outbreak of the epidemic, such as Isatis Root Granules, Cold and Heat Clearing Granules, etc., to lay the foundation for relevant research institutions and regulatory authorities to provide accurate trade data and provide convenience for TCM products to "go global".
